On April 6 Turkey took over control of the Kabul Regional Command, which it, France and Italy, as members of the NATO, are administering on a rotating basis. The US and coalition forces launched their military operation against Afghanistan in 2001. Actually it is the US that decided, ran and kept the operation on the agenda. However the US sees the need to cooperate with NATO forces, and for this reason the US suggests that modifications be made in the foundational goals as well as the description of tasks of NATO. Following a summit in Riga, the capital of Latvia, held Nov. 27-29, 2006, NATO announced its “new description of task” and had its first non-area operation in Afghanistan. What distinguished NATO from other alliances and international organizations until the Riga summit was that it could resort to effective use of military force or threat in case any one of its members faced security danger -- though the “security area” was mainly confined to Europe. After this summit NATO announced that it could launch operations anywhere if it deemed necessary, even when any one of its members did not face actual attacks. The term “non-area operation” does not sound sufficiently convincing. Looked at from this viewpoint, there are no legal grounds that could justify deployment of NATO forces in Afghanistan, because the Afghan government or Afghan security forces did not attack any one of the NATO members. However, this country came under attack for reasons that are not convincing at all. The other side to the issue at hand is that the occupation met with a large insurgency as in Iraq. It is uncertain how longer the Hamid Karzai administration, supported by NATO forces, will survive. Because he himself is unsure of his own future, he began talks with the Taliban forces, a group that has increased its attacks recently -- last year’s casualty figures were reported to be 4,000. Karzai announced his decision the day the Turkish forces took over. He proposed that the Taliban could join the government if the group renounced the use of weapons. In short, six years of great pain and destruction ended in complete tragedy. Afghanistan is worse than it was in the past. The question of security, far more important than wealth and freedom, is growing. Insurgency is being carried out, the Taliban can control almost anywhere apart from central locations and main highways; the International Security Assistance Force (ISAF)-NATO forces remain unable to retain control to a larger extent. There are things that just happen for show. There are no resources to finance security, local forces are unwilling to take over security because they are neither pleased with the occupation nor do they want to risk themselves in case of a change in government. The number of narcotic events is very high. As experts and observers said, the Taliban administration could have some control over drug traffic before 2001, however it geometrically increased after the occupation.
Problems with infrastructure remain unhandled, bombardments and clashes destroy the transportation and infrastructural means available. It is almost impossible to speak of economics here. There is hardly any industry or agriculture. International aid is insufficient and not utilized accordingly, such aid is hardly spent purposefully. There are a record number of corruption cases within the new administration. In short the largest problem in Central Asia is Afghanistan and this beleaguered Muslim country is suffering its pain in vain.
